I have check my setting.
I define a queue "CED" and a subqueue "ADSL".
I define a new group "ced" and two users with the preferred queue
"ADSL". The two user are associated with the role "operator" that have

you selected the ADSL group in "To:" field?
What happens if you click on "All"?
