OTRS v2.1 is much more flexible in designing the possible actions within a form (e.g. shall a priority-change be possible within note-compose) - you really should change to v2.1 if you missed these possibilities up to now.

I think a seperate FAQ-system, being closely linked to OTRS would be the better choice than the one OTRS.org follows (writting an integrated FAQ-system).

But I don't know explicit FAQ-solutions as Open-Source, sorry.

But I think wikis (mediawiki) are quite good for such demands.

You can easily links to OTRS-tickets within a wiki by using self-defined interwiki-links.
I think the other way should also be realized easily.
