I guess you installed the rpm from Fedora Extras then. You can check this by running 'rpm -qi otrs'.

I yust found out it looks like a apache problem but i don't know the exact problem yet i get the error "client denied by server configuration: /var/www/ otrs/bin/cgi-bin/index.pl" in the log but i havent figured out what to do about it yet.

Probably the default setup limits the access to localhost, which is not a bad thing, because as long as the default admin account exists with the default password anyone could take over your OTRS installation. The idea the Fedora Extras packager had was probably that you first change the admin account. I don't know where the Fedora Extras rpm puts the apache config for OTRS though. Did it add a conf file in /etc/httpd/conf.d/?
