Yeah, I have had that happen to me before - generally it is due to a spam or other HTML type encoded email in the mailbox that the OTRS system is unable to process. Delete the process id row from the database (off the top of my head I think the table is dbo.process_id, then delete the message from the mailbox, restart OTRS and it should start working.
