You are using a Windows system, /home does not exist in Windows.

You will need to create a folder in Windows e.g. c:\whatever\you\want and then 
update the Sysconfig within OTRS to point the File Manager root directory at 
the folder you have just created.

As mentioned previously although OTRS does work on Windows it was designed to 
be ran on a Linux/Unix system and some of the extra modules may not actually 
work or function correctly in a Windows environment.
