You'd have to configure mail acocunts via the Postmaster Mailaccount section using either POP3, POP3S, IMAP or IMAPS. For the 'S' variants you might need to install some additional Perl modules. http://doc.otrs.org/2.3/en/html/x1331.html#email-receiving-pop3
If you have configured a mailbox and you select 'Run Now', do you get an error message? What would you see in the system log?
