I just upgraded to 2.4.4 this week on a Windows install and the File logging is working fine for me. Has been working in previous versions as well, so I don't think there is a bug with OTRS. Sorry L I know that isn't much help.
I can configure it through the Admin GUI just fine. Silly question, but you do have appropriate permissions on the intended file structure?
