If you switch to ArticleStorageFS, you will need to run the ArticleStorageSwitch.pl script to get the existing attachments (and rich text for emails, which is also treated as an attachment!) out of the database and into the filestystem. The process is mentioned here: http://otrs.org/2.4/features/
