OTRS supports migration from version to version, and upgrading all the way back 
from 0.5 to latest 2.4.7, but NOT downgrading. 
As Nils said, please do a manual installation on Debian. It's not that much 
work and IS worth it. Debian is a nice platform. 

If you would ever have valid business reasons to downgrade OTRS, you would need 
to create custom migration scripts to perform the downgrade.
