This was a configuration error on my part. After looking at the validation
code I realized that it depends on having a the item in the list use a text
value of '-', not blank.
Somehow mine had become blank (missing dash).
$Self->{'TicketFreeText1'} = {
'' => '-',
'O1' => 'Option One',
'O2' => 'Option Two',
}
