You create a new queue ... "Quiet" (or something) ... don't give it any
auto-responses.  Set up a postmaster filter that Matches From the sender's
email and Sets X-OTRS-Queue to "Quiet" (your queue of choice) then create a
generic agent that checks for tickets in Quiet and moves those tickets to
"Help" (your standard queue) (or tell your agents to manually move the
ticket.)
