regarding the implications I guess there won't be much / any according to the source diff and comment :

But to be on the safe side and to have a clean system I would recommend to simply replace the file manually with the recent file.

Regarding the reason I don't know the answer, sorry. The source archive for example contains the correct version. Maybe if you tell how you did the upgrade this will become clearer.
