You have to enable the feature that allows you to change the state of
tickets in various windows, such as the note window.

In sysconfig:

   - navigate to: Frontend::Agent::Ticket::ViewNote
   - look for the item, Ticket::Frontend::AgentTicketNote###State
   - set it to *Yes*

Now, go to the closed ticket and click on note.  In the note window, you
should see a pull-down window that will let you set the state to open.
