The best option is the one you can support. The general consensus is probably that Linux would be less problematic over time, especially via upgrade paths, but that's not to say people haven't had success on Windows.

Conceptually, it's ... install the same version on another box, test it, copy the files from A to B, check/set permissions on files, database dump A, database restore B, test. In practice, it's probably a bit more difficult, but by how much? Depends on what you encounter. You should make sure your cron jobs don't grab emails at A and B after/during conversion.
