Telia is experiencing an outage in Ashburn this morning:

This case has been escalated internally and externally in order to increase 
visibility for faster resolution.  Troubleshooting continues, no ETR yet

Technicians are being dispatched to both sides of the fault at once. 
Troubleshooting is ongoing, awaiting an ETR

Technicians found we are not receiving any lights from Reston in Ashburn in our 
transmission link. They will continue with their troubleshooting. We suspect 
there is an issue with a patch cord or the external fiber cable. The 
investigation is on-going. Unfortunately, there is no ETR available at the 
moment. We will keep you posted.

The technicians have arrived to Ashburn site. They are verifying the patch

Please be informed that after we investigated this issue, we found a router 
which is down in Reston, Ashburn-VA, US. We have opened a ticket to involve our 
providers on this case. Unfortunately, there is no ETR at the moment. We will 
keep you posted.
