Has anyone reached out to Salesforce yet to confirm this issue is theirs and is 
being worked?

I have a client confirmed to not be able to reach Salesforce domain.

If they are on AWS East that is the problem.

We have lost contact with our EC2 instances there. We can get a ping in, but 
90% packet loss.
