I.          DESCRIPTION OF SERVICES
The Department of Information Resources (DIR) requires the services of one 
System Analyst, hereafter referred to as Worker(s), who meets the general 
qualifications of ITSAC System Analyst 3 Category, Emerging Technology Type and 
the specifications outlined in this document for the Texas Department of Aging 
and Disability Services (DADS).    .

            All work products resulting from the project shall be considered 
"works made for hire" and are the property of the DADS.  DADS may include 
pre-selection requirements that potential Vendors (and their Workers) submit to 
and satisfy criminal background checks as authorized by the Texas law. DADS 
will pay no fees for interviews or discussions, which occur during the process 
of selecting a Worker(s).

Project Overview:  The Worker will perform systems analysis, data analysis and 
documentation work for the QAI Data Mart.  Work involves research and 
validation of existing documentation and documentation of undocumented features 
and processes in the system.  The Worker is expected to work independently with 
latitude for the use of initiative and independent judgment.  All communication 
with internal and external staff will be respectful and professional.  
Communication with the manager will be requested on sensitive and confidential 
topics before communicating with other parties. The Worker is expected to work 
with assigned program staff to develop user documentation, update the same 
documentation following system modifications and maintain and backup the same.

The services to be provided include, but are not limited to, the following:

A.                 Analyze current systems to validate accuracy and 
completeness of documentation.
B.                 Fill in documentation gaps found by creating and updating 
technical and end user documentation of department reporting systems and data 
handling processes.
C.                 Maintain excellent communication with supervisors through 
weekly status reports, participation in department staff meetings, and other 
forms as needed.
D.                 Maintain polite and professional relationships with 
co-workers and support customers.
E.                  Other duties as assigned.

Understanding of: database security issues; data modeling, data structures, 
data migration/conversion
