*Duration: 6 Months* Senior Architect responsible for designing, developing, and implementing application infrastructure to provide highly-complex, reliable, and scalable applications and systems to meet the organization's objectives and requirements. Complete Description: The Department of Health, Bureau of Information Technology (BIT) seeks a skilled resource to assist the BIT, Application Development Manager of the Women, Infants and Children (WIC) enterprise computer application with a technical systems analysis for the planning activities for electronic benefits transfer (EBT) or electronic WIC (eWIC). Activities shall include: • Ensure that project activities are completed on time according to the Project Plan that was created and approved by the United States Department of Agriculture (USDA). • Assist the EBT Project Manager in documenting the functional requirements for enhancing WIC EBT capabilities. • Research the current usage of the PA-WIC systems to identify if the applications meet the needs of the users. • Evaluate WIC systems to determine where changes will need to be completed in support of EBT. • Perform a capacity planning study on the current system to include application, hardware, and network. Complete capacity planning documentation required by the USDA for new systems development. • Create the General Systems Design document for technical changes required for a WIC EBT implementation. • Perform a gap analysis between current PA-WIC systems and USDA Functional Requirements Document (FReD) guidelines. Define what changes are needed to the system to become compliant with USDA FReD. • Ensure all findings are documented. Documents will be approved by BIT management. • Cross walk the changes needed for EBT with the Commonwealth’s Information Technology Bulletins (ITBs) and BIT development guidelines and standards. • Provide input into the full scale Implementation Advanced Planning Document (IAPD) for the USDA. • Assist in documenting a budget for EBT Implementation activities, to include estimates for hardware upgrades, software upgrades, infrastructure changes, etc. • Adjust and revise estimates when necessary. • Adhere to all DOH-BIT PMM policies and develop all documents associated with the DOH-BIT PMM. • Communicate and work with users, BIT staff, vendor staff, DOH staff, and clients as necessary. • Assist in the identification and management of technical risks and issues associated with the EBT planning activities as well as possible risks that could be encountered in an EBT implementation. • Communicate effectively with customers and software / hardware suppliers supporting the Commonwealth as directed. • Give input into the establishment of technical standards and procedures in support of EBT. • Other requests as necessary to support EBT planning activities.
