Is this actually correct? This part of the code is matching
on !is_chassis_resident. However, the m_garp is still using
is_chassis_resident, which is a difference in negation.
So either this flow isn't needed because it duplicates the
flow above or it needs to re-populate the m_garp.

On a second thought, do we need the residency check at all?
This actually illustrates that the flows are identical and having
them twice, with and without residency, doesn't make sense.

So I think the correct fix is to clone the m instead of match and
adding the new flow only once in the beginning should cover
all cases.
