bindir is imported from ovs-lib and may point to a separate Open
vSwitch installation.

Most installations put OVS and OVN under the same prefix.  In those
environments bindir and ovn_bindir are identical, hiding the problem.
They can differ when packages use separate prefixes or override
OVS_BINDIR and OVN_BINDIR independently.
