The patches address a race condition that may affect index allocation when multiple ovn-controllers start at the same time. Existing multi-chassis test cases started controllers serially and couldn't catch the issue.
The effect of the race condition is that multiple controllers may end up with the same chassis index. Additionally, if a chassis ever gets its index reset by an external entity, it may never recover until restart. The series also includes a fix for a memory leak that was exposed by the newly added test case. v1: initial series. v2: fix memory leak exposed by the new test case.
