The daemonized listeners in "ACL CT translation - TCP traffic" see EOF
on stdin and send FIN. Since Ncat 7.96, connect mode exits on peer EOF,
so the sender can exit successfully before sending the test data. The
test then times out waiting for a nonempty receive file.
Add --no-shutdown to both listeners, following 1b0153078806 ("tests:
Keep ECMP Ncat listeners from half-closing."). This avoids the early FIN
with both old and new Ncat clients.
