When the first workload of a logical switch connected to a distributed
gateway port is bound to a chassis, or the last one is unbound, the
reference chassis of the HA chassis group of the port change. With
two or more gateway chassis in the group, this causes:
- ovn-northd to recompute the northd node (and everything after it),
as it is woken up by its own write of HA_Chassis_Group.ref_chassis,
for which the northd node has no handler.
- every gateway chassis of the group to recompute runtime data, and
hence lflow_output and pflow_output, usually several times per
event: the gateways enable or disable BFD on their tunnel towards
that chassis and runtime data doesn't handle changes to tunnel
interfaces, so every bfd and bfd_status update triggers a full
recompute.
In deployments where workloads are created and deleted constantly,
these events are frequent, and the gateways, which have the most
datapaths local, pay the highest cost for each recompute.
