Barring bugs, after init it works like this

libvirt -----------------------+
                               |
                               v
OVS -> vhost-user-backend <-> QEMU -> guest

On device init qemu queries all features, enables
the subset configured by libvirt and also supplies
them (with possible modifications) to guest.
