This allows system-dpdk test suite to ping two namespaces via a veth and dpdkvhostuser port, using testpmd as a forwarding agent.
For the initial test, testpmd included with 18.11-rc0 is used, while ovs is linked against DPDK 17.11 LTS. Some additional enhancements are added to the dpdk testsuite to make it easier to use.
