I think it would have some upgrade issues if ovn-controllers are upgraded first. Since it will no longer look into the 'Gateway_Chassis' table in SB DB. And this would result in some downtime until ovn-northd and ovn db servers are upgraded. I will send a patch to explain this. Thanks for pointing this out.
