Add FDB mechanism that is very similar to
already existing MAc binding aging mechanism.
There are two new config options to achieve that
"fdb_age_threshold" that si configurable per
logical switch and "fdb_removal_limit" which
allows to specify bulk removal limit.
The feature is disabled by default.
