This is a cherry pick of 3faadc76ad71 ("northd: Fix pmtud for non routed
traffic.") so the commit message should be maintained (including DCO).

Also, it makes navigating the history easier in my opinion if we also
include the reference to the original commit SHA ("git cherry-pick -sx
<SHA>" does that automatically). That is:
