This series deprecates use of the OOT Kernel module.
The module itself was removed some time ago as detailed
in the NEWS entry this patchset adds.
In order to facilitate logging a warning message iif
the Kernel module is used, a small patch is included
to invert the assumption about the module being used
when OVS is run as an unprivileged user: i.e. via make check.
As discussed at OVS+OVN Conference 2025.
