Yes, the backtrace confirms it's a bug in the Linux TC code; you
probably don't even need OVS to reproduce this issue.

If this has been fixed on newer kernels, I would suggest upgrading
hosts with that kernel to something newer. Linux 4.6 is now end of
life.
