I dont think is dpdk enabled package...
you need to get the ovs from the openstack repo...

Hi all,

I've been trying to extend an existing OVS installation on CentOS 7 to support 
DPDK, but could not find a way without a clean install. Is it possible to 
configure OVS with DPDK without reinstalling it? [1]

# ovs-vsctl --no-wait set Open_vSwitch . other_config:dpdk-init=true
# ovs-vsctl get Open_vSwitch . dpdk_initialized
ovs-vsctl: Open_vSwitch does not contain a column whose name matches 
"dpdk_initialized"
