It's been a while since I've used pacemaker. So I'm not sure what changed. If you're comfortable with puppet, probably you can refer to this - https://github.com/openstack/puppet-tripleo/blob/master/manifests/profile/pacemaker/ovn_dbs_bundle.pp Although the above creates a container bundle resource.
