UPD:For each port QoS is configured. As a short-lived fix ovn-controller restart could make DHCP work back for couple minutes, but then it become broken again probably due to meters table overflow. I guess that's why DHCP packets are dropped as discussed in this <https://www.mail-archive.com/[email protected]/msg10011.html> related thread.
