I don't see owserver there. The tool of your choice is ps, not top.
$ ps aux|grep ow
If owserver doesn't run, you don't have to go further. Your (reasonable)
setup requires it.
If it doesn't run, try
$ owserver --debug -c /etc/owfs.conf
and check for error messages.
