There are two different version numbers.

There is the "internal" version number which is used to trigger upgrades, 
database migration and other internal things.
And there is the official version number that is shown on the admin page. This 
is the real version number.

The reason that this numbers are not necessarily the same is that we sometimes 
have to trigger updates between releases. An example is that we now release RCs 
between releases which means that we have to increase the internal number more 
often than the public one.
