Hi, same here. Can't see any agreements in there. Only some suggestion what a user who is not willing to sign up on github can do.
Personally i think letting another user post a bugreport for my self is the worst thing what someone can do. Also having two places for reporting bugs is also not very useful when tracking bugs.
