It resides in build/src/examples/image-display and is not installed. image-display can read ppm, png and cameraRAW files. With the oiio plug-in as well jpeg and tiff. The UI is too simple for general installation - no "File open ..." etc. I have here a simple link to it. I attach my desktop file as it my be useful.
