I've done something similar but only by writing c# code behind the form.
Essentially you can trap the item adding event, decode the attachment (see 
http://support.microsoft.com/default.aspx/kb/892730 ) then load across the SQL 
and replace with a link.
Other methods you could consider would be things like using a link that opens 
the browser to upload attachments via a standard ui instead e.g. create a 
folder per form and have users load attachments there , they could then be 
workflowed into the db.
