Hi Ajay, There are two kinds of Summary Links. The FieldControl and the WebPart. For the latter, you should be able to create an exportable one by adding it to a layout page in SPD and then setting ExportControlledProperties and ExportMode to true.
I haven't tested this, so it's possible there's a reason why it's not exportable by default. Although I can't see why not.
