Is this only happening locally on the server or remotely also?

Since then, we are having intermittent errors on a couple of pages with user controls on. The issue is that when anyone tries to load either of the 2 pages with user controls on, they get a '403 forbidden' error. If an admin views the page, it loads perfectly, and subsequently loads for everyone else. Does anyone have an idea as to what might cause this? I've gone as far as giving everyone full control to the relevant pages, however that has no effect.
