I’m currently using the MOSS setup account for testing but will drop that back to a lower privilege account. I can telnet to the remote site on port 443 and also load the lists.asmx web service over HTTPS without issue. There’s clearly nothing wrong with the setup as HTTP connections work fine. TMG rules are configured to allow HTTPS connections but I’m not convinced it isn’t doing something else. NB: This is MOSS, not 2010. Possible to see on the other end, what account is getting unauthorized? Is it anonymous, I had some trouble recently with those through TMG, one time it was to do with disableloopbackcheck the other to do with persistant cookies on the TMG rule.
