After I kill a om leader process and trigger the new leader to come, my cluster 
was able to make pipeline OPEN and accept new writes. However if I do a scm 
restart at this time, the cluster won't exit safemode due to lack of Leader 
datanode.

I look up in datanode logs. Seems like the datanode can never clean up the 
previous pipelines.
