Description: Allocate container calls should make sure that the newly
created container information is replicated to the followers via Ratis. (was:
PreAllocateContainer will be in SCM and PostAllocateContainer will be in Ratis
to data mutation.
Make SCM operations idempotent so that we don’t worry about replay the log to
maps.)
