Philip, We have a tonne of work to do on DeepEarth and our focus is componentizing all the controls and then the OGC geometry support. Put simply, I don't have the time to make a SL3 branch at the moment, with the latest source we are yet to rip out the control from the DeepEarth core map. But....
David did a test port for SL3 beta here: http://deepearth.codeplex.com/Thread/View.aspx?ThreadId=52031 You will find the mousewheel stuff is only in one class "/controls/mousecontrol.cs" If you have the time to contribute what is needed and add to that discussion I will make sure it flows onto the latest refactored core map control.
