If you're keen to trace mapping into vector than you're better of taking out the old cheque book and buying some ESRI love. As from memory they have all of this already in place and can allow you to suck in their maps in XAML form into your apps.
I've only dabbled with it but getting the mapping + borders into XAML form is pushing the boundaries of XAML.
