I have seeded the incubator with 
        org.eclipse.equinox.publisher
        org.eclipse.equinox.p2.tests
        org.eclipse.pde.build
        org.eclipse.pde.build.tests

At this point given the dependencies of these projects, it is probably easiest 
to import the complete p2 codebase and replace the projects mentioned.

Note to self: the initial commit tag is "initial_commit_publisher_incubator" 
and the tag in the original repo is "publishing_incubator"
