This bug tracks one action item of the story, but not all of it.
Replacement of current impl with a pack200 java lib for example is not
in the scope of this bug.
About retries, it's extremely questionable that we even need one retry
as p2 metadata usually contain size and signature of the file.
A dedicated bug for this issue would help too.
