What file was the one you saw those commented out parts in? I'd like to get
experimenting.

If you open the pak01_dir.vpk with gcfscape (in the portal2_dlc1 dir) 
and you go to the resource/ui/basemodui folder, you will find 
mainmenu.res with a section called "community map" which is totally 
commented out.

But the evidence that there is going to be a download option for maps I 
found in communitymapdialog.res in a menu item that's called 
"DownloadingAnim"
