Many invite-only trackers enforce these by banning users who upload
bad/dup'ed/mismarked/poorly encoded content. Preventing .rar/.zip
torrents is easy enough to do programmatically, but for (2) and (3) it
seems you would need human intervention of some kind.

FWIW, I've used at least two trackers that handled this very well (and
many others that didn't).
