It is. It is just limited in its extent. I trust my friends
(obviously). I trust (but less so), my friends' friends. I don't trust
a lot my friends' friends' friends.

So, the general mathematical concept of transitivity does not work
well for network security (because it has an infinite extent) but some
sort of weighted transitivity could work.
